Tidy up PHP short tags.

Just a few changes I've made to the live copy of the the php reports. About

Added level graphs to the small reports pages.
These work quite nicely!

Added the "Final Warning" and a colour for it (dark blue).

Altered the config to use the php title incluse, rather than the static
one.

It wasn't just me that thought the green "Okay" was a bit too bright,
then!  It's now darker, so more easily read on the white background.
Now also reads "Now okay" instead of just "Okay".

Altered the colour for the "Notice" alerts.
Got rid of some of the redundant diplay information.
After testing it out, it seems to work okay, but if there's time, it might
be worth sorting the list in alert level order.

Added alert level colours and altered the layout so it makes a bit more
sense for service checks.
