Improved the javadoc generation in the Makefile setup. Now matches the ANT
javadoc output. Also added links to external javadoc (such as pircbot) to
make the pages more complete.

The last of the central monitoring system packages to be changed to the newer
structure. It has changed from;

uk.org.iscream.conient.*

to;

uk.org.iscream.cms.conient.*

This is in keeping with the new style of packaging.

Made change to handle all resources (images etc).
Modified all scripts and classes which handles resources.
Moves to ./build/resources.
Also fixed bug in makefile which didn't copy ./build/etc on install.

Some more fixes.

Initial checkin of the Makefile/build system. It is currently untested as the
final code has not be checked in, but I'm quite confident it will work.
